From Know Your Meme:
Jesus Chatline was a live-streamed webcast series hosted by Richard Burnish and Steven Chilton, who promoted a fictional branch of Christianity called “The Church of the Neon Bible" as a satire of American televangelist public access shows, that ran from 2011 to 2012. The show was known for being inundated with prank phone calls from users on 4chan's /b/ (random) board.

The Jesus Chatline was said to be "broadcast live" from Montclair, California on the fictional "Montclair Public Access TV 3" channel. Steven and Richard promoted their "Neon Bible", a modernized version of the bible written by Richard which included writings on topics such as internet piracy, and new commandments such as "Thou shall not plow thy neighbours wife". It was said to be available on their website for $29.95, along with other products such as "Richard's Package" and a special prayer towel.

Dustin (Richard) and Jay (Steven) formed a community with the viewers of the show, hosting a Facebook page, Minecraft Server, and a Counter Strike server, among others. The show often featured recurring callers and characters, such as Randall 'Baby' Stevens, Leroy Sinclair, and Hans Peter Schwanzlutcher. Some broadcasts would feature an 'after-show', where the hosts would hang out and talk with the viewers out of character. For extra comedy and to blur the line between reality and fiction, the two would often make commercials promoting their fictional church/show, including one that claimed they would soon be building their very own church.
